The resulting book, ?Passing the Trash: A Parent?s Guide to Combat Sexual Abuse/Harassment of Their Children in School,? published by CreateSpace in the fall of 2012, educates readers about the alarming frequency of sexual abuse and harassment in K-12 education and provides advice to help parents protect their children and hold the appropriate leaders and institutions accountable.

Hobson said three studies prompted his fervor about releasing a book devoted to the problem of sexual abuse and harassment in K-12 education.

First, a 2004 report by the U.S. Department of Education estimated that nearly 4.5 million (almost 10 percent) of students will have been sexually abused or harassed by an educator sometime between kindergarten and 12th?grade.

Second, Hobson learned from a 2010 U.S. Government Accountability Office (GAO) report to Congress about the frequency of a silent practice happening in schools known as ?passing the trash,? in which sexual offenders are encouraged to resign voluntarily in exchange for the school providing positive letters of reference and not reporting incidents to police or taking any disciplinary action.

Finally, Hobson learned from a 2001 national survey by the American Association of University Women that 81 percent of students in grades 8 through 11 had experienced sexual harassment at school and that 38 percent of the respondents said that teachers (and other school employees) sexually harass students.?(more?)

Stormy weather floods roadways, knocks out power for thousands

The Bay Area enjoyed a brief respite from the rain Friday afternoon after the latest storm battered the region in the early morning hours, knocking out power, tying up traffic and flooding some stretches of highway.

The heaviest rainfall has been recorded in the North Bay, according to a National Weather Service forecaster.

The storm system moved southeast through the Bay Area late Friday morning and is expected to soak the entire region for the rest of the day, forecaster Diana Henderson said.

In the past 24 hours, parts of Sonoma County saw more than 7.5 inches of rain while the Santa Cruz Mountains were deluged with 7 inches.

Areas in Napa County received nearly 6 inches, according to Henderson. Rainfall in the past day was recorded at 4.33 inches in Calistoga.

"It's not a superstorm by any measure, but this is pretty significant," Henderson said. "We should see periods of moderate to heavy rains."

With rain expected all weekend long, Tony Negro, a contractor from Penngrove, Calif., in Sonoma County, said Friday that he is worried about more flooding seeping inside his workshop.

"I'm on my way to get some sand bags," he said.

In downtown San Francisco, 1.44 inches of rain was recorded with an additional half inch measured at San Francisco International Airport, Henderson said.

Parts of the Peninsula and the South Bay received more rain, with 3.67 inches falling at Pescadero Creek, 4.88 inches in Loma Prieta and a 7.48 inches of measured rainfall at Mt. Umunhum.

Henderson said more severe weather is expected to affect the region's more mountainous areas and some areas along the coast.

Just before 11:30 a.m., an urban and small stream flood advisory was issued for all Bay Area counties until 2:30 p.m. because of many reports of flooded streets, highways, underpasses and small creeks.

A flash flood warning is in effect for the Monterey Bay area, while the rest of the Bay Area is under a flash flood watch through the weekend, Henderson said.

"It's a heads up basically that conditions are ripe," she said.

A wind advisory expired at 2 p.m. Friday afternoon for the San Francisco and Monterey Bay areas, with strongest winds expected along the coast.

Henderson said wind was more prevalent overnight. Gusts became more benign late Friday morning at about 10 mph, she said.

Because of the storm, the California Highway Patrol has reported an abundance of flooded roadways throughout the region Friday morning.

The National Weather Service issued a flash flood warning for Sonoma County where Highway 121 was closed by flooding near the Sonoma Creek. A sig-alert issued indicated the highway would remain closed due to flooding between CA-116 and Arnold Drive and 8th Street until at least 4:30 p.m. Friday afternoon.

Interstate Highway 580 in and around Livermore was particularly impacted by the storm.

Several lanes of eastbound I-580 were blocked for several hours starting at 11:13 p.m. after a collision between two tractor-trailers near Greenville Road that caught fire.

Later, a major big-rig accident on westbound I-580 in Pleasanton shut down traffic completely.

The big-rig driver lost control of his vehicle after hitting a puddle at around 2 a.m., skidding across all lanes and colliding with the center freeway barrier.

The CHP said the driver was uninjured, but the accident closed all westbound lanes for hours. The proximity to the 580/680 interchange allowed the CHP to detour drivers around the blockage, but coupled with the inclement weather traffic was backed up significantly.

Crews were in the final stages of cleaning up after the accident at 5:30 a.m. Lanes reopened at around 6:15 a.m.

However, a third trailer-rig crash in Livermore on westbound I-580 that left one of the vehicle's two trailers flipped on its back and blocking all but one lane of traffic shortly after 6 a.m. It was several hours before traffic returned to normal after lanes were reopened.

Elsewhere, three left lanes of southbound U.S. Highway 101 in San Francisco were blocked for nearly two hours by an injury accident near the Cesar Chavez Street off-ramp in San Francisco at about 2:49 a.m.

In the North Bay, a vehicle got stuck this morning at Ross Station Road at Ross Branch Road near Sebastopol, while other flooded roadways have been reported at Rohnert Park Expressway at Stony Point near Santa Rosa.

In Hayward, heavy flooding was reported along A Street this morning, while in Fairfield the westbound Interstate Highway 80 Air Base Parkway off-ramp was reportedly completely flooded.

Near Woodside, there was a foot of water reported on Interstate Highway 280 at Woodside Road.

In Sacramento, Interstate 5 south of downtown was blocked in both directions before 9 a.m. Friday after an empty big-rig jackknifed in the southbound lanes and struck the median divider, the CHP said.

"I would definitely say it's weather-related. The reports came in that he hit a water puddle and hydroplaned and couldn't correct," CHP Officer Mike Bradley said. "A lot of high-profile vehicles, especially the lighter ones, are getting windblown and having some problems maintaining their lane."

No one was injured in the crash on I-5, California's main north-south highway. But a second vehicle also was damaged and had to be towed, while workers contained and cleaned up diesel fuel spilled from the tractor-trailer.

In West Sacramento, police say wet conditions may have been a factor when a PG&E worker died after he lost control of his vehicle and slammed into a traffic pole shortly before 2 a.m. Friday.

PG&E workers at the scene tell KCRA-TV that the driver had been working overtime and was returning from Clarksburg in southern Sacramento County.

The weather also caused power outages throughout the region.

About 2,800 PG&E customers in the Bay Area are still without power Friday evening because of storm-related outages, a utility spokesman said.

The affected customers include 1,500 in the North Bay, 400 along the Peninsula, 800 in the East Bay, 50 in the South Bay and 50 in San Francisco, PG&E spokesman Fiona Chan said.

An additional 1,200 customers are without power in the Santa Cruz Mountains as well as just over 1,200 others in Santa Cruz and Monterey counties, Chan said.

The storm had caused outages to nearly 16,000 Bay Area PG&E customers at its peak overnight, according to PG&E.

At San Francisco International Airport, 60 flights -- 30 arrivals and 30 departures -- have been canceled this morning, airport duty manager Joe Walsh said.

The cancellations, which started early this morning, will continue to affect flights until about noon, Walsh said.

A delay program is in place at the airport until the end of the day, Walsh said.

He advised passengers check with their airlines before arriving at the airport.

In the East Bay, there has been only one flight canceled Friday morning out of Oakland International Airport, an airport operations employee said.

No flight delays have been reported there.

Mineta San Jose International Airport has no cancellations or delays because of the weather, airport spokeswoman Rosemary Barnes said.

The forecaster Henderson said steady rain is expected to fall through the end of the weekend.

Official: Hamas leader Mashaal set to visit Gaza

GAZA CITY, Gaza Strip (AP) ? The leader of Gaza's ruling Hamas group will visit the Palestinian territory for the first time, an official said Saturday, a sign of increasing boldness of the Islamic militant movement after it held its own against an Israeli military offensive.

Khaled Mashaal was set to arrive in the Gaza Strip next week by crossing the border from Egypt to mark Hamas' 25th anniversary and congratulate its leaders and fighters for battling Israel during the recent eight-day offensive, according to a senior Hamas official in Gaza. The official spoke on condition of anonymity because of security concerns.

Mashaal previously had been prevented from crossing into Gaza by longtime Egyptian leader Hosni Mubarak. But Mubarak was ousted in February 2011, and the Muslim Brotherhood, which has close ties to Hamas, has risen to power.

Mashaal has led Hamas since 1996, helping to build the Iranian-backed movement into a potent force. Under his leadership, Hamas carried out numerous suicide bombings and other attacks on buses, cafe's and other public places that killed hundreds of Israelis during a Palestinian uprising a decade ago. The group has been branded a terrorist organization by Israel, the U.S. and the European Union.

He also survived an Israeli assassination attack in Jordan 1997. Until recently, he was based in Syria but after civil war broke out there relocated to Qatar.

Hamas overtook Gaza from forces loyal to Palestinian President Mahmoud Abbas' Fatah party in 2007. It has yet to reconcile with Fatah, which rules the West Bank.

The announcement of Mashaal's Gaza visit comes after the United Nations voted overwhelmingly Thursday to accept a Palestinian state in the West Bank, the Gaza Strip and east Jerusalem as a non-member observer state.

Abbas has said he hopes the U.N. bid with help restart frozen peace talks with Israel over a future Palestinian state. But he refuses to negotiate so long as Israeli settlement construction continues. Israeli Prime Minister Benjamin Netanyahu says peace talks must resume immediately but without preconditions.

The day after the vote, Israel responded to U.N. recognition of a Palestinian state, deciding to build 3,000 more homes for Jews in the West Bank where the Palestinians want to build their future state.

Hamas refuses to recognize Israel and is still committed to its destruction. It did not interfere with the U.N. bid for statehood, and its supporters joined some of the celebrations that followed the announcement.

Israel and Hamas are observing a truce that ended eight days of cross-border fighting in November. It was the bloodiest fighting between Israel and Gaza militant groups Islamic Jihad and Hamas in four years. Israel says it launched the offensive to curb daily Palestinian rocket attacks from Gaza at Israeli cities that had intensified in the months before. More than 160 Palestinians and six Israelis were killed in the fighting.

Palestinian militants led by Hamas showered Israel with more than 1,500 rockets throughout the campaign despite Israeli airstrikes. The Palestinian militants managed to launch longer-range weapons that exploded deep into the Israeli heartland near Jerusalem and Tel Aviv.

Hamas feels they came out on top from the fighting because they succeeded in holding their own while winning concessions from Israel as part of the ceasefire agreement.

(AP) ? Israel approved the construction of 3,000 homes in Jewish settlements in the West Bank and east Jerusalem, a government official said Friday, drawing swift criticism from the Palestinians a day after their successful U.N. recognition bid.

The Palestinians strongly condemned the announcement and repeated their refusal to start peace negotiations while building continued. With Israeli Prime Minister Benjamin Netanyahu apparently poised for re-election and insisting that any negotiations begin without preconditions, prospects for peace appear to be going into deep freeze.

The unusually large building plan came a day after the United Nations voted overwhelmingly to accept a Palestinian state in the West Bank, the Gaza Strip and east Jerusalem as a non-member observer state, setting off jubilant celebrations among Palestinians.

Israel fiercely objected to the U.N. upgrade, saying peace could only come from direct negotiations and unilateral moves would harm that prospect. The Palestinians said the U.N. recognition of a Palestinian state in the territories captured by Israel in the 1967 Mideast war was an attempt to salvage a possible peace deal and could bolster talks.

Palestinian President Mahmoud Abbas has refused to negotiate with Israeli while settlement construction continues in occupied territories, saying Israel's settlement expansion on war-won land was making a partition deal increasingly difficult.

Prior to word of the Israeli decision, Abbas spokesman Nabil Abu Rdeneh insisted that position hadn't changed, saying settlement building "is not just illegal, it's against the resolution."

More than 500,000 Israelis have moved to the West Bank and east Jerusalem since Israel capturing those territories and Gaza in 1967. Israel unilaterally withdrew its soldiers and settlers from Gaza in 2005.

Netanyahu says negotiations must begin without preconditions.

The Israeli official, who spoke on condition of anonymity because he was not authorized to discuss the sensitive issue publicly, said Israel also decided to begin preliminary work in other areas of the West Bank, including the charged E-1 corridor that connects Jerusalem with the settlement bloc of Maaleh Adumim.

Construction there would place a major obstacle for Palestinian statehood by cutting off east Jerusalem from the West Bank and plans there had previously blocked by the Bush administration for that reason.

Palestinian negotiator Saeb Erekat condemned the Israeli announcement, saying Israel was "defying the whole international community and insisting on destroying the two-state solution."

He said the Palestinian leadership was studying its options.

Danny Seidemann, a lawyer for Ir Amim, an Israeli group that supports coexistence in Jerusalem, said construction did not appear imminent and there was "quite a lot of drama" in the Israeli announcement.

"There an element of sticking it to the Palestinians," he said, before adding that plans in E-1 were not only a blow to the Palestinians but to the Americans who oppose them too. "E-1 is the judgment day weapons."

Yesh Din, an Israeli rights group, called the Israeli decision "collective punishment" and called on Israel to retract its move.

"Israel should have understood by now that such behavior ... will no longer be tolerated by the international community," said Yesh Din's Executive Director Haim Erlich.

Earlier this month, Israel said it was pushing forward construction of 1,200 new homes in Jewish settlements, in an apparent warning to the Palestinians to rethink their U.N. plan. Israel fears the Palestinians will use their upgraded status to confront Israel in international bodies and extort it to make concessions.

In recent days, though, Israel had appeared to step back from its initial threats of harsh retaliation.

Former Foreign Minister Tzipi Livni, the onetime chief negotiator with the Palestinians, also slammed the decision.

"The decision at the U.N. on a Palestinian state is bad for Israel and so is Netanyahu's response," said Livni, who this week launched a new opposition party. "The decision to build thousands of housing units as punishment to the Palestinians only punishes Israel ... the unnecessary statement only isolates Israel further."

The results of the U.N. vote were a foregone conclusion, given the sympathies of nearly all member states. Only nine states opposed the bid, including Israel and the United States, while 138 supported it. Unlike the more powerful U.N. Security Council, there are no vetoes in the General Assembly, and the resolution to raise the Palestinian status only required a majority vote for approval.

The vote granted Abbas an overwhelming international endorsement for his key position: establishment of a Palestinian state in the West Bank, Gaza Strip and east Jerusalem. Netanyahu opposes a full pullback to the 1967 lines.

The Palestinians turned to the U.N. after two decades of on-again, off-again talks.

Netanyahu dismissed the U.N. vote as meaningless and accused Abbas of delivering a "defamatory and venomous" U.N. speech "full of mendacious propaganda" against Israel.

The provincial government will develop an oil and gas blueprint to be released in the spring of 2013, Energy and Mines Minister of New Brunswick Craig Leonard announced.

The blueprint will look at the current and future framework required for the oil and gas industry in the province. It will also take into account the fact that natural gas currently provided to New Brunswick from offshore sources in Nova Scotia will eventually run dry, and it will consider what that could mean to the province?s security of supply, as well as to natural gas prices in the future.

?Natural gas extraction from shale formations has transformed the energy marketplace around the world,? said Leonard. ?New Brunswick has the potential to take part in that transformation through its own natural gas reserves. We are investigating the opportunity but we will only permit the expansion of the natural gas industry in New Brunswick if we are convinced it can be done in an environmentally-responsible manner.?

Leonard noted that natural gas, while not a renewable fuel, could play a significant role in the future in helping to diversify the province?s energy needs. ?Natural gas will play a significant role in reducing greenhouse gas emissions today and into the foreseeable future as it displaces oil and coal as energy sources in our region and provides efficient back-up to renewable sources such as wind and solar power,? he said.

The blueprint will focus on five key objectives identified as priorities by the public during the past 18 months in various reports and discussion documents, public engagement and town hall meetings:

  • environmental responsibility;
  • effective regulation and enforcement;
  • community engagement;
  • stability of supply; and
  • sustainable economic development.

Building on those five objectives, the action plan will address recommendations outlined in the reports authored by Louis LaPierre and Dr. Eilish Cleary including: standards for water usage and well construction; monitoring standards for natural gas development sites; and a human resource plan to assure proper inspection and environmental oversight on all projects, at all stages.

Further, the provincial government will examine the idea of establishing regulatory bodies such as an oil and gas commission and an oil and gas secretariat.

The provincial government will address the royalty regime and the regulatory model early in 2013 to provide clarity to the public and stakeholders before activities resume on an incremental approach in the spring.

The regulatory framework will consist of a combination of legislation, regulation and policy administered primarily by the Department of Energy and Mines and the Department of Environment and Local Government. This will follow the work undertaken during the past 18 months from which a series of recommendations were put forward for public feedback.

Existing legislation such as the Oil and Natural Gas Act and the Clean Environment Act have the necessary authorities and mechanisms to administer and enforce the bulk of these requirements. Adjustments to legislation will be made as necessary to ensure complete oversight of industry standards.

Any proposed operational or technical requirements which fall outside of the jurisdiction of these two departments will be managed through the department responsible for the area in question.

?We expect that the final technical review and establishment of the regulatory framework will be completed by the end of the year and that all activity taking place in 2013 will be required to adhere to the new rules,? Leonard said.

The provincial government will continue to identify and act upon any possibilities that arise for greater research and scientific work to be done in the province in relation to oil and natural gas activities.

?The Department of Energy and Mines will be initiating discussions with New Brunswick universities to determine the best manner in which we can move forward with the establishment of an energy institute ? an independent body that would ensure credible research and monitoring in support of natural gas exploration and production, as recommended by Louis Lapierre,? said Leonard. ?The government strongly believes that academia must play a key role in developing our own knowledge base for natural gas right here at home.?

DEA probes Walgreens pharmacies over drug diversion in Florida

(Reuters) - The U.S. Drug Enforcement Administration is probing three Walgreen Co pharmacies in Florida in connection with a wide-ranging investigation of the diversion of prescription drugs for illicit use.

The Miami Field Division of the DEA issued the pharmacies with orders to show cause - notifications that are given to facilities requiring them to prove why they should be allowed to keep their licenses.

The pharmacies affected are Walgreens #04727 in Fort Pierce; Walgreens #03629 in Hudson; and Walgreens #06997 in Oviedo.

The actions by the DEA do not immediately prevent the pharmacies from handling or distributing potentially addictive controlled substances such as sedatives and narcotic pain-killers.

However, Special Agent in Charge Mark R. Trouville, of the DEA's Miami Field Division, said the diversion of prescription drugs continues to be a "great concern for the DEA."

A spokesman for Walgreens, Jim Graham, said the company stopped accepting prescriptions for certain controlled substances at these pharmacies last May in a bid to show its willingness to work with the DEA.

"We have taken a number of steps since mid-2011 to enhance our monitoring and reporting criteria," he said in an e-mail. "These actions have resulted in a 35 percent drop in the number of tablets dispensed by our pharmacies in Florida for the most commonly abused pain management drug between June 2011 and March 2012."

The pharmacy's actions have included enhancing its ordering and inventory reporting requirements to limit quantities of several controlled substances with high risk potential, Graham said.

In April the DEA said it would inspect six Walgreens pharmacies and its Florida distribution center after the agency noticed a jump in purchases of the painkiller oxycodone. On September 14, the distribution center's registration was suspended. An administrative hearing is scheduled to begin on that matter on January 7, 2013.

The DEA has been ratcheting up its focus on drug wholesalers and pharmacies over the past year as attempts to battle what the Centers for Disease Control and Prevention calls a prescription drug abuse epidemic. Deaths from narcotic pain-killers now exceed those of heroin and cocaine combined.

Florida has long been considered the epicenter of prescription drug abuse and the DEA has dismantled dozens of "pill mills" - sham pain clinics whose doctors write prescriptions for thousands of pain pills to drug dealers and addicts.

The DEA said the pharmacies who received the orders may file a written request with the agency within 30 days for an opportunity to have an administrative hearing to determine whether their right to sell controlled substances should be revoked.
