Over the last 20 years, Communications Day has drawn thousands of young minds to the University of La Verne for the opportunity to learn more about the field that interests them most.

On Friday, October 26 the university?s Communications Department will provide that opportunity once again for current high school and community college students from throughout the region.

A select group of just over 200 students are expected to visit La Verne?s main campus for a day filled with industry-specific communications workshops and a keynote presentation by Nathan Baca, investigative reporter for KLAS-TV (CBS Las Vegas).

Baca, a Nevada resident, is a Sigam Delta Chi and Emmy award winning news reporter. He earned a broadcast journalism degree from La Verne in 2004 and has been active in broadcast news reporting since 2005.

He joined Nevada?s Channel 8 News Now team in 2010, where he received nationwide political attention for his coverage of the 2010 U.S. Senate race.

?Communications Day is known widely as a don?t miss experience,? Communications Department Chair, George Keeler, said. ?Students learn from alumni media celebrities and La Verne professors, and take back to their schools new skills and fresh inspiration.?

Workshops in news writing, photography, graphic design, radio and television production will be conducted by La Verne faculty and alumni. ?Students will have the?opportunity?to get hands-on experience, including use of the department?s computer and broadcast equipment.

John Errol Ferguson Case: Daniel T.K. Hurley, U.S. District Judge, Grants Stay Of Execution

MIAMI -- A federal judge on Saturday granted a stay of execution for a convicted mass killer in Florida, who is mentally ill and was scheduled to be put to death on Tuesday.

U.S. District Judge Daniel T. K. Hurley granted the motion for a stay in the case of John Errol Ferguson, who was to be executed Tuesday after 34 years on Florida's death row.

"The issues raised merit full, reflective consideration," the court said.

The court will hear three hours of arguments on Ferguson's habeas corpus petition on Friday, according to his attorneys.

They contend that the Florida Supreme Court, in determining that Ferguson could be executed, relied on an outdated definition of competency that conflicts with a 2007 U.S. Supreme Court ruling. Ferguson's attorneys maintain he is insane and that the Constitution prohibits the state from executing him.

"In order for the state to execute him, Mr. Ferguson must have a rational understanding of the reason for, and effect of, his execution," said Chris Handman, an attorney for Ferguson, in an emailed statement. "A man who thinks he is the immortal Prince of God and who believes he is incarcerated because of a Communist plot quite clearly has no rational understanding of the effect of his looming execution and the reason for it."

Attorneys for the state could not immediately be reached for comment Saturday evening.

The 64-year-old Ferguson was convicted of killing eight people including six who died execution-style in 1977 in Carol City, which at the time was the worst mass slaying in Miami-Dade County history. He also was convicted of killing a teenage couple from Hialeah in 1978.

Two accomplices in the drug-related Carol City killings, Beauford White and Marvin Francois, also were convicted of murder. Both were executed in the 1980s.

The state Supreme Court this month upheld a lower court ruling based on testimony by a panel of psychiatrists appointed by Gov. Rick Scott that Ferguson is legally competent to be executed even though he suffers from paranoid schizophrenia.

The state justices wrote that "Ferguson understands what is taking place and why."

Ferguson's lawyers contend an inmate's awareness of his execution as the state's rationale for putting him to death is not enough.

They argue the inmate must have a "rational understanding," a higher standard than mere awareness. The U.S. Supreme Court set the rational understanding standard in a 2007 case, but the Florida justices noted that the opinion specified that it wasn't attempting to "set down a rule governing all competency determinations."

Ferguson lacks rational understanding, his lawyers say, because he suffers from delusions that he's the "prince of God" and that God is preparing him to return to earth after his execution and save the United States from a communist plot.

Attorneys for Ferguson had previously challenged the procedure that Scott used to deny Ferguson's clemency request, but the U.S. Supreme Court declined to hear that appeal and rejected a stay, 7-1. Justice Stephen Breyer would have granted the stay. Chief Justice John Roberts did not participate. Ferguson's attorneys then filed the new appeal.

Berlin's English Theatre fights closure threat - The Local

A furore caused when two German theatres painted white actors black is being taken apart by Berlin?s English Theatre in a series of plays on multiculturalism. But a funding cut is threatening it with closure, staff told The Local.

When the Schlosspark theatre cast a white actor as a black man in its production of ?I'm not Rappaport? earlier this year, it sparked huge public outcry ? particularly when the director defended his decision by saying they could not find a black actor who could speak good enough German.

Shortly afterwards the Deutsches Theater staged ?Innocence?, a play by Dea Loher one of Germany's most reputed modern play-writes. It tells the story of two illegal immigrants from Africa, who were played by white German actors - again in blackface.

The English Theatre in Berlin (ETB) has decided to rework ?Innocence? and bring it back to the stage ? this time without blackface.

It will be followed by a discussion about the changing face of Germany and the role that race plays in the arts ? with the Deutsches Theater director John von D?ffel and two of the organisers of the protests against blackface, Julia Lemmle and Sithembile Menck.

'Black face must only be used for a reason'

Daniel Brunet, who translated and directed the play, told The Local it was just one part of a series that he hoped would ?re-open the dialogue about the use of blackface in Germany and to let people air their grievances.?

He said, ?If a director is going to use a symbol connected with so much pain and suffering, it needs to be abstract, removed, and for a reason.? In another English Theatre play ? Neighbours ? a black actor plays a minstrel, a white man who in 19th-century America would dress up as a crudely stereotypical black person and perform and which has since come to personify the racism of the time.

?We showed him putting on, and taking off, his [black] make-up. The character was playing a character in the play,? said Brunet. The black characters in Innocence are to be played by two Afro-German actors, Ernest Hausmann and Moses Leo.

Hausmann, from Hamburg, said he went to see ?Innocence? when it was at the Deutsches Theater. ?The whole idea of German directors trying to express foreigners is getting boring, it's ignorant,? he told The Local.

?The English Theatre production will be far more authentic, visually it will be better and moreover it will concentrate on the questions raised by the text ? those of guilt and hopelessness,? he said.

The piece tells the stories of a group of seemingly unrelated characters existing at the fringes of society. Other productions in the series, which started in August and so far comprises of four plays, explore issues of immigration and racial identity.

?I imagine the German production (of ?Innocence?) had reason for choosing to cast white actors,? said Brunet, a New Yorker, but said he found blackface offensive.

Berlin senate is cutting the theatre's funding

The mix of ethnicities regularly treading the boards at the English Theatre is one of the organisation's shining points in a largely white theatrical city.

This could come to an end if the city authorities cut the theatre's funding as planned in 2013, leaving the capital city, and its 150,000 or so English speakers, without a theatre dedicated to offering them accessible productions.

The Berlin government told the ETB the ?100,000 grant it uses to pay its rent and staff wages would not be coming in 2013, leaving the theatre in a bind.

?At any one time, there are around 40,000 people in Berlin with an American passport,? said Brunet. ?And the ETB takes Berlin's rich, creative scene and makes it accessible for all of the city's inhabitants,? he added.

Shutting down arts centre that the director believes has been ?at the heart of Berlin ex-pat culture for the past 23 years,? would also threaten the Thikwa theatre run by a mixed disabled and able-bodied team, which operates alongside it.

An educational force in the city

If it were to close, the chances of it re-opening would be slim, said Brunet ? he argued it was a lot easier to keep an institution going, no matter how financially troubled, than to start all over again.

Theatre staff have launched a petition which they plan on presenting to Berlin mayor Klaus Wowereit before December. Just because the senate want to cut funding, does not, the petition letter states, ?mean that it will close its doors without a whimper.?

Both Hausmann and Brunet hailed the educational benefits of having an English-language theatre in the city. Over the 23 years that it has been open, thousands of German school children from across Berlin and Brandenburg have been coming regularly to watch productions.

?The city needs it, especially for educational reasons,? said father-of-one Hausmann. ?Not everyone can afford to go to London if they want to see an English play,? he added.

ECB's Knot backs German call for EU budget commissioner

BERLIN (Reuters) - European Central Bank policymaker Klaas Knot has thrown his support behind German finance minister Wolfgang Schaeuble's call for a euro zone commissioner with power over European Union nations' budgets.

The EU needs not only stricter budget discipline but also stronger debt controls, Knot, who heads the Dutch Central Bank, told German newspaper Welt am Sonntag in an interview published on Sunday.

"I welcome the idea ... if we can manage to keep a better eye on these aims it would represent huge progress. It is worth thinking about Wolfgang Schaeuble's idea carefully."

Asked about ECB plans to buy the bonds of troubled euro zone states and whether this risked easing the pressure on governments to implement reforms, Knot said the bank had learned lessons from its last bond-buying program.

"We are prepared to play the fire brigade in the short term, but only when we are convinced that the new house will be constructed more solidly," he said.

Spain was expected to request EU aid in the next few weeks, which would trigger ECB bond buying. Prime Minister Mariano Rajoy said after an EU summit in Brussels on Friday, a decision on whether to ask for aid had not been made.

Asked about the possible time frame within which Italy and Spain would need to be able to stand on their own feet after any ECB bond buying, Knot said: "That is very difficult to say.

"Depending on how much restructuring a country must do it can take between three and five years for reforms to take their full effect. But this does not mean that the states would need help for the same period. Once investors see things moving in the right direction then a state can return to financial markets earlier, or may not even lose access at all."

Schaeuble said five days ago a new "currency commissioner" could have the power to reject national budgets not in line with the euro zone's strict fiscal rules.

The model for the position would be the EU's competition commissioner who, Schaeuble said, was "feared in the whole world".

However, a previous proposal from Schaeuble for a "Sparkommissar", or savings commissioner, was quietly dropped after it stirred fury in Greece and got a cool reception from Germany's other EU partners.

The Psychology of Waiting in Lines: 8 Reasons That the Wait Seems LongI?m a very impatient person, and standing in a slow-moving line drives me crazy. So, I set out to understand the psychology behind my frustration.

In my quest, I happened to read a paper by David Maister, The Psychology of Waiting Lines (PDF). The piece is aimed at people who operate stores, restaurants, doctors? offices, and other places where people fuss about being kept waiting.

Of course, most of us are the ones standing in line, not the ones controlling the line. But I was fascinated by the insight this paper provided into my own psychology of waiting.

Maister?s main point is that the actual time we?re waiting may have little to do with how long the wait feels.

Here?s a list of eight factors that make waits seem longer.

1. Unoccupied time feels longer than occupied time.

When you have something to distract yourself, time passes more quickly. Some hotels put mirrors by the elevators, because people like to look at themselves.

2. People want to get started.

This is why restaurants give you a menu while you wait, and why the orthodontist puts my daughter in the examination room twenty-five minutes before her exam actually begins.

3. Anxiety makes waits seem longer.

If you think you?ve chosen the slowest line at the drugstore, or you?re worried about getting a seat on the plane, the wait will seem longer.

4. Uncertain waits are longer than known, finite waits.

People wait more calmly when they?re told, ?The doctor will see you in thirty minutes? than when they?re told, ?The doctor will see you soon.? Maister gives an amusing illustration of a phenomenon that I?d noticed in my own life: if I arrive someplace thirty minutes early, I wait with perfect patience, but three minutes after my appointment time passes, I start to feel annoyed. ?Just how long am I going to have to wait?? I think.

5. Unexplained waits are longer than explained waits.

We wait more patiently for the pizza guy when there?s a thunderstorm than when the sky is clear.

6. Unfair waits are longer than equitable waits.

People want their waits to be fair. I get anxious, for instance, when I?m waiting on a crowded subway platform, when there?s no clear, fair way to determine who gets on the next car. The ?FIFO? rule (first in, first out) is a great rule, when it works. But sometimes certain people need attention more urgently, or certain people are more valuable customers. Then it gets trickier. Often, when people are treated out of sequence, it?s helpful to have them be served elsewhere ? e.g., people giving customer service by phone shouldn?t be in the same room as people giving service in person.

7. The more valuable the service, the longer the customer will wait.

You?ll wait longer to talk to a doctor than to talk to a sales clerk. You?ll stand in line longer to buy an iPad than to buy a toothbrush.

8. Solo waits feel longer than group waits.

The more people engage with each other, the less they notice the wait time. In fact, in some situations, waiting in line is part of the experience. During my book signings, I?ve been very gratified to have people tell me, ?I had so much fun talking to the people in line!?

Since I?ve read this paper, I?ve been far more patient about standing in line. I?m occupied (see #1) with thoughts analyzing my own experience of waiting in line!? Also, it may not always be good for us to be able to distract ourselves with our cell phones, but it sure makes the DMV easier.

Benghazi Consulate Attack: Darrell Issa Releases Raw Libya Cables, Obama Administration Cries Foul

House Oversight Committee Chairman Darrell Issa (R- Calif.) has come under fire after posting 166 pages of "sensitive but unclassified" State Department cables online Friday afternoon.

The documents relate to the Sept. 11 attack on the U.S. consulate in Benghazi, which killed Ambassador Christopher Stevens and four others. Administration officials, speaking with Foreign Policy magazine, accused Issa of endangering the safety of Libyans working with the U.S. government, whose names were not redacted from the report:

Much like WikiLeaks, when you dump a bunch of documents into the ether, there are a lot of unintended consequences," an administration official told The Cable Friday afternoon. "This does damage to the individuals because they are named, danger to security cooperation because these are militias and groups that we work with and that is now well known, and danger to the investigation, because these people could help us down the road.

The Benghazi attack has become the subject of intense Republican scrutiny over the past month. The administration's initial statements suggested it was triggered by a protest against the anti-Islam film "The Innocence of Muslims" at the consulate's gates -- when later reports said no such protest occurred. (Contemporaneous CIA documents do, however, point in that direction, according to the Washington Post's David Ignatius.) The State Department has also received significant blowback after reports surfaced suggesting that it had turned down requests from the American mission in Benghazi for additional security.

While the Romney campaign has seized on the attack, and the administration's response, as evidence of President Barack Obama's foreign policy weaknesses, Issa has launched his own investigation, and convened a hearing on the matter last week.

The documents in question, which Issa posted to the Oversight Committee's website Friday, show that security was a persistent concern at the Benghazi mission. One correspondence, written by a representative from the mission in February, emphasized dwindling personnel:

Shortly thereafter, another memo sent to State echoed the concern:

While the status of Benghazi remains undefined [Diplomatic Security] is hesitant to [devote] resources and as I indicated previously, this has severely hampered operations in Benghazi.

The document also contained a memo from March suggesting that al-Qaeda activity in eastern Libya was accelerating.

Along with the document dump, Issa co-signed a letter to the president with Rep. Jason Chaffetz (R-Utah), which reads:

The American people deserve nothing less than a full explanation from this administration about these events, including why the repeated warnings about a worsening security situation appear to have been ignored by this administration.

Nevertheless, some prominent conservatives took to Twitter to express dismay that Issa would release the documents without redacting sensitive information.
